Abstract

The electrical grid and our water supply are examples of Critical Infrastructures that are already highly dependent on automation with digital systems. Outages and cyber attacks are a growing threat to the delivery of these critical services to the population. We, as AG KRITIS, a German group of experts, demand the creation of a voluntary cyber brigade to help our Critical Infrastructures in case of crisis. I am going to present our concept, why we believe this must be a civilian organization to provide best support at large and how to maintain non-combating status.

Carl Denis studied computer science with a focus on IT security at the Technical University of Munich. He started his professional career in security incident and vulnerability handling at Siemens ProductCERT. Since then, he has gained experience as a risk assessment specialist in the insurance and in the certification industry. He is also currently pursuing a PhD, and in his spare time he focuses on secure and automated infrastructures, as well as risk management strategies. Since 2019, he is a member of AG KRITIS.

AG Kritis, Germany

AG KRITIS is a working group founded in 2018 to call out the lack of resources in Germany for responding to major emergencies caused by cyber incidents in the area of Critical Infrastructures. Our working group is completely independent of any state or industry. Our sole aim is to increase the security of supply for the population.

We are currently about 42 professionals who are active in the Critical Infrastructures (KRITIS) sectors energy, health, food, transport and traffic, finance and insurance, information technology and telecommunications, water, government and administration, media and culture. Members of the AG KRITIS are regularly interviewed or quoted as experts, e.g. on security vulnerabilities, the German IT Security Act 2.0 or other topics related to Critical Infrastructures and digitalisation.

The Cyber CNI Lecture Series is a free monthly event that takes place on the last Wednesday of the month from 5:00 pm to 6:30 pm.

The event consists of a 40-minute expert presentation followed by a 30-minute discussion.

The Cyber CNI Speaker series aims to raise awareness and understanding of cyber security issues among all audiences. It aims to enable an ongoing dialogue between experts from industry and academia and the general public (citizens, families, small and large businesses, public organizations, etc.). All of us are concerned.

The events are broadcasted live on Youtube (https://talk.cybercni.fr/) and LinkedIN, allowing a worldwide remote participation – including a tool to participate in the discussion.

How the digital transformation is changing our lives

The COVID-19 pandemic has shown all of us the benefits of information technology. It allows us to work at a distance, to live at a distance, and most importantly, to keep in touch at a distance – with younger and older people, those closest to us, and even making new contacts.

Our society relies more and more on information and operational technologies. Examples include water, energy, heat and cooling supply, communications, healthcare, production and processing of goods, transportation, national security, banking, research and education, and food production.

What all these areas have in common is that they make intensive use of networked distributed computer systems. These systems can be attacked in many ways. This is no longer just a problem for computer “pros”, because computer systems are essential to all of us. The effects of “cyber-attacks” range from power outages to the collapse of the health care or banking sectors.
